Re:  New GOP Data Center Launch

 The Republican Party of Louisiana, in cooperation with the Republican National Committee, is pleased to announce the launch of our new GOP Data Center. 

  After the 2012 elections, our party conducted a comprehensive evaluation of our various systems and determined to make some significant changes. At the top of the list was effectively competing with the Democratic Party in the area of technology and data acquisition. 

  We have hired a new data director for Louisiana and are launching the new GOP Data Center this month. I am pleased to inform you that our new Data Center will no longer simply contain information from the voter file, but also will have a lot of new targeting data that will be very useful in your campaigns. 

  Along with the expanded services will come increased concern about the misuse of this valuable information and the prospect of Democrats accessing the system. For example, under our previous policy, it was possible for any Republican voter to claim that he or she was a candidate for governor and request free access to the entire statewide file.  We are going to be implementing new rules to safeguard our data, as well as asking each of you to share your data with other GOP activists in the state. 

  Here's how the new GOP Data center will work. As you will see below, we have two pricing tiers. One is for those who do not wish to participate in the LAGOP Data Share program and a reduced fee for those who agree to participate in the LAGOP Data Share program.  

  Chairman Villere is currently finalizing the new Data Center access policy. The below trial policy will be in effect for six months. By March 1, 2014, we will issue a permanent policy with your input and involvement. During the month of February, Chairman Villere will appoint six Republican activists from across the state to a panel to review our data policy and offer improvements. GOP Data Center

In the past, one of the greatest problems Republicans have faced from election cycle to election cycle was retaining important data points on individuals at the conclusion of a campaign. After election night data gathered was thrown in trash cans and spreadsheets deleted, not realizing the value of this material both to the party and themselves for future elections.

 

The Republican Party of Louisiana has recognized this crucial problem and has taken the necessary steps to find solutions to better serve our candidates. We have hired a data director for Louisiana tasked specifically with filling this void for Republican campaigns so that data is properly stored in a central location. 

 

In addition to creating a system for retaining data, we are pleased to inform you that Data Center will no longer simply contain information from the voter file, but also will have a lot of new targeting data that will be very useful in your campaigns.

THE LAGOP DATA SHARE PROGRAM

CREATING A SYSTEM FOR REPUBLICANS TO BUILD AND SHARE DATA STATEWIDE.


In order for the LAGOP to maintain the best data possible, and for Republicans statewide to be able to work together as a team, we must have the users of the GOP Data Center returning much of the data they collect to GOP Data Center. This data may include but is not limited to: Voter IDs, Issue IDs, Activists IDs, Phone Call Records, Returned Mail Records, Email updates, etc.


Thus, in order to use GOP Data Center in the future, users may need to agree to give some of the data they collect to the LAGOP for the purpose of uploading it into GOP Data Center. Prior to granting of access, the user will work with the LAGOP Data Director to make arrangements for the return of data.


 We encourage users to utilize systems and vendors that easily integrate with GOP Data Center.


In the case of a primary election with multiple Republicans, the LAGOP will keep the data confidential until the conclusion of the election. During the campaign, the information collected by these campaigns will be hidden from other users on GOP Data Center, but will allow the LAGOP to adjust its targeting and universes throughout the campaign season.


With the value of this data being so important to building our party both locally and nationally, we will offer reduced rates for those campaigns that voluntarily agree to return data to the GOP Data Center to be used by other Republicans in the years ahead.



LAGOP DATA SHARE ACCESS POLICY


Statewide Candidates, including U.S. Senate:

·A minimum performance of 3 percent in an independent statewide poll, if any independent poll has been published.

·A minimum of $100,000 raised or on hand for the campaign

·A donation to the state party of $5,000 to cover the additional costs we are incurring to improve our data system 


Congressional Candidates:

·A minimum performance of 3 percent in an independent poll of the district, if any independent poll has been published.

·A minimum of $25,000 raised or on hand for the campaign

·A donation to the state party of $1,500 to cover the additional costs we are incurring to improve our data system 


PSC/BESE/Supreme Court/Appeals Court Candidates:

·A minimum of $25,000 raised or on hand for the campaign

·A donation to the state party of $1,000 to cover the additional costs we are incurring to improve our data system 


Parish Wide Offices and State Senate Candidates:

·A minimum of $10,000 raised or on hand for the campaign

·A donation to the state party of $500 (or $250 in smaller parishes) to cover the additional costs we are incurring to improve our data system 


State Representative Candidate:

·A minimum of $5,000 raised or on hand for the campaign

·A donation to the state party of $250 to cover the additional costs we are incurring to improve our data system 


City and Parish Council/School Board and Other Local Candidates:

·A minimum of $1,000 raised or on hand for the campaign

·A donation to the state party of $100 to cover the additional costs we are incurring to improve our data system 


SCC and PEC Candidates:

·A donation to the state party of $25 to cover the additional costs we are incurring to improve our data system 


Candidates Assisting the LAGOP:

·The LAGOP may waive the user access fee for candidates who donate to, or raise money for the LAGOP Victory Program or the Louisiana Republican Trust. 


Additional Accounts:

·Additional GOP Data Center accounts for use by qualified candidates’ staff and/or volunteers will be granted at the discretion of the LAGOP. 


Signed Application and Agreement Required:

·Anyone granted access to the GOP DATA Center must first fill out and sign the attached agreement form.



GOP Data Center Access Policy

 

The LAGOP will issue GOP Data Center user names and passwords with the following criteria. This pricing structure is for candidates who are not participating in the LAGOP Data Share Program. Candidates must meet their below respective qualifications to receive access which will be restricted to just their district for office sought:

 

Statewide Candidates, including U.S. Senate:

·A minimum performance of 3 percent in an independent statewide poll, if any independent poll has been published.

·A minimum of $100,000 raised or on hand for the campaign

·A donation to the state party of $10,000 to cover the additional costs we are incurring to improve our data system

 

Congressional Candidates:

·A minimum performance of 3 percent in an independent poll of the district, if any independent poll has been published.

·A minimum of $25,000 raised or on hand for the campaign

·A donation to the state party of $3,000 to cover the additional costs we are incurring to improve our data system

 

PSC/BESE/Supreme Court/Appeals Court Candidates:

·A minimum of $25,000 raised or on hand for the campaign

·A donation to the state party of $2,000 to cover the additional costs we are incurring to improve our data system 

 

Parish Wide Offices and State Senate Candidates:

·A minimum of $10,000 raised or on hand for the campaign

·A donation to the state party of $1,000 (or $500 in smaller parishes) to cover the additional costs we are incurring to improve our data system 

 

State Representative Candidates:

·A minimum of $5,000 raised or on hand for the campaign

·A donation to the state party of $500 to cover the additional costs we are incurring to improve our data system 

 

City and Parish Council/School Board and Other Local Candidates:

·A minimum of $1,000 raised or on hand for the campaign

·A donation to the state party of $200 to cover the additional costs we are incurring to improve our data system 

 

SCC and PEC Candidates:

·A donation to the state party of $25 to cover the additional costs we are incurring to improve our data system

 

Candidates Participating in LAGOP Victory Program:

·The LAGOP may waive the user access fee for candidates who donate to, or raise money for the LAGOP Victory Program or the Louisiana Republican Trust. 

 

Additional Accounts:

·Additional GOP Data Center accounts for use by qualified candidates’ staff and/or volunteers will be granted at the discretion of theLAGOP. 

 

Signed Application and Agreement Required:

·Anyone granted access to the GOP DATA Center must first fill out and sign the attached agreement form.
